Description: The jutsu is for defense only, The user surrounds his body with chakra which he then turns to lightning, as a genin the Raiden can only use this jutsu in a short burst which then mean's his timing needs to be perfect, if an attacking shinobi strikes him and he activates the jutsu it will paralyse the hand or leg for one post,

RANK LEVEL'S

Genin may only use this ability in short bursts timing must be perfect, Also good chakra control is essential so medic ninja and hyuuga's are better suited for this technique

Chuunin - Chuunin are able to keep this ability activated for a period off one whole post after activation

Jonin and above - Jonin and above are able to keep this ability activated for a period off two whole post after activation

Sample: Rain..bleugh thought Raidan, just what he needed, He was sparring with a fellow genin, The genin was fast on his feet and had Raiden locked in close combat, one off his weaker points without his blade, thankfully he had a new technique as his opponent punched Raiden activated his ability, He allowed his chakra to cover his body and then transformed it in to lightning chakra, His opponents fist stopped about two inches from Raidens face, It had stuck his barrier causing his hand to become numb,

I think this would be more of a C rank, but I approve it under the assumption that you cant grab someone and use it on their whole body.
