Description:
Once the user performs the needed hand seals he/she will touch their palms against the body of water they are standing on and two half's of a tall rectangular pillar of water encase the enemy, This "Monument" then starts to sink into the water brining its captive with it dragging them down to the depths if the water. This monument however stays hollow thus not drowning the opponent because creating something completely solid would use alot of chakra and this isn't a one hit kill the opponent could swim back to the surface and only suffer a lack of breath momentarily.
Measurements: This monument at its full height (once the monument is complete) is 15 feet tall 10 feet wide. giving it a decent size to trap an opponent epically if they are slow or didn't see it coming
More detail: This monument is infused with chakra completely trapping the opponent in the monument which has limited air since it is enclosed. To conserve chakra Oza releases this jutsu once the monument reaches a decent depth so that at least if the opponent reaches the top they will suffer a lack of breath momentarily.
A jutsu of the same rank of higher can break this monuments walls unless the element is fire, the fire would be extinguished immediately only causing the water to warm up and if used enough make the water boil which is bad for the captive themselves
